Updates on Temporary Tariff Regime

On the 8th October , government announced an update on the temporary tariff regime that will be applied in a no deal situation. Following discussion with trade the Government has included three relatively significant changes, which are:

  • lower tariffs on HGVs entering the UK market, striking a better balance between the needs of British producers and the SMEs that make up the UK haulage industry, ensuring that crucial fleet replacement programmes that help to lower carbon emissions can continue
  • adjust tariffs on bioethanol to retain support for UK producers, as the supply of this fuel is important to critical national infrastructure
  • apply tariffs to additional clothing products to ensure the preferential access to the UK market currently available to developing countries (compared to other countries) is maintained

These 3 specific amendments to the tariff rates published in March aim to assist UK supply chains to continue to operate smoothly and keep prices down for consumers and ensure that we are fully prepared to leave the EU on 31 October whatever the circumstances.

From January 1st 2021, there will be no VAT for goods of up to Euro 22 and to let the VAT be levied, ‎any imports to EU should be declared via an Electronic form by which any custom liabilities for ‎consignments of lower value (less than Euro 150), would be disappeared. ‎

Milky Way Logistics Ltd, draws your attention to the recent change in the delegated regulations by the Commission as reported by the British International Freight Association; following an amendment to the Union Custom Code Delegated regulation EU 2015/2446, it would be possible to declare goods of less value (up to 150 Euro) with much less information (almost one third) while doing the entry for custom declaration.

From January 1st 2021, there will be no VAT for goods of up to Euro 22 and to let the VAT be levied, any imports to EU should be declared via an Electronic form by which any custom liabilities for consignments of lower value (less than Euro 150), would be disappeared.

Therefore, the UCC delegated regulation has been amended by the Commission and as a result, less data on the lower value goods would be required for import’s declarations.

This month the Scottish Capital, Edinburgh City Council, proposed the Low Emission Zone for the Capital. This would include two phases of city centre zone and later city wide with both phases come into effect by end 2020.

This proposed plan is aiming to restrict vehicles that do not meet minimum standards for emission which would include Euro VI/6 for HGVs, vans, buses and diesel cars and Euro 4 petrol cars. This would affect the transport companies and freight forwarders like Milky Way Logistics who serve Edinburgh and forwarders need to initiate plans to avoid any interruption to their service while complying with the new emission regulations.

Airfreight being defined as the medium for transporting goods via aircraft between countries is one of the quickest modes of transport which is mainly used for goods of more sensitivity and value.

ve from 11pm on 12 April, and you must follow the processes depending on the business you conduct. Full imports and exports guidance is available on GOV.UK but the key updates you need to be aware of are summarised below.
 

Imports from third (non-EU) countries

There are no changes to the guidance we have provided for non-EU imports. These imports will still need to be notified through IPAFFS, our UK import notification system.

Imports from EU countries

In order to minimise disruption, the UK has been granted continued access TRACES, the EU’s import notification system. This access is for some EU imports only. The commodities this affects include live animals, germinal products, certain animal products and animal by-products imported to the UK from the EU. We will have access to the same or equivalent information on TRACES for these consignments that we do now.

We will retain access to TRACES until later this year. This means that you should continue with the current processes for notifying authorities and raising the required certification on TRACES including:

  • UK importer completing the import notification form, IV66, and sending to APHA (other notification processes exist for imports overseen by DAERA (NI imports) and Fish Health Inspectorate)
  • EU exporter or appointed EU OV completing any required documentation on TRACES (e.g. ITAHC or DOCOM).

 
The consignment can travel to the UK without border inspection.

 

Exports

The UK’s listed status application has been agreed by EU Member States after it met the animal health and biosecurity assurances required for a third country to export live animals and animal products.

There are no changes to the guidance for exporters. To export animals and animal products to the EU your consignment will need to:

  • Apply for your EHC using the form finder
  • Have your Export Health Certificate (EHC) signed by an authorised signatory following an inspection of your consignment. Find an authorised signatory here
  • Send your consignment with the original EHC, and email a copy to your EU importer or import agent to enable them to pre-notify the EU Border Inspection Post (BIP)
  • Check your trade route goes to an EU BIP which is appropriate for your consignment.
